IDIQs and GWACs

IDIQ – an Indefinite Delivery Indefinite Quantity contract opportunity, or solicitation, IS released by a government agency for contracts limited to that agency.

  • An IDIQ means that the timeline for the delivery of products, solutions, or services has not yet been determined and the quantity of products, solutions, or services is unknown at the time that the proposal is submitted.
  • Winners of an IDIQ go through a vigorous vetting and evaluation process before contract award.
  • An IDIQ can be for any product, service, or solution and is limited to a single government agency, e.g., an IDIQ issued by the U.S. Air Force cannot be used by the Department of Transportation.

GWAC – a Governmentwide Acquisition Contracts that allows government agencies to buy cost-effective, innovative solutions and services to meet information technology (IT) requirements.

  • A GWAC is an IDIQ in that the timeline for the delivery of products, solutions, or services has not yet been determined and the quantity of products, solutions, or services is unknown at the time that the proposal is submitted.
  • A GWAC issued by an agency can be used by multiple government agencies but is limited to IT services and solutions: Systems Design, Software Engineering, Information Assurance, and Enterprise Architecture Solutions only.
  • Winners of a GWAC go through a vigorous vetting and evaluation process in the same manner in which an IDIQ is evaluated and awarded.
  • In addition, a GWAC can only be issued by the General Services Administration (GSA), the U.S. Department of Health and Human Services (HHS), the U.S. Department of Commerce, or the National Aeronautics and Space Administration (NASA).
